Step-by-step plan for opening steps when the 7-day incidence falls below 100

As of May 14, 2021, a step-by-step plan for the gradual opening of certain facilities and activities will apply in Baden-Württemberg. The first stage applies when the 7-day incidence in a city or county is below 100 for five consecutive working days. If the 7-day incidence in a city or district continues to decrease in the following 14 days, the openings of level 2 apply. After a further 14 days with a falling 7-day incidence, there are further openings with the third level.

The relaxations come into force after notification by the local authorities - usually the health department. In urban and rural districts in which the 7-day incidence was already below 100 in the five days before May 14, the steps of the 1st opening stage can be implemented from May 15 at the earliest.

1st opening level

The hygiene requirements (§ 4 Corona regulation) must be observed and a hygiene concept (§ 6 Corona regulation) must be drawn up. The contact details of the visitors and customers must be documented, this can be done in analog or digital form - for example using appropriate apps (Section 7 Corona Ordinance).

A downward trend means if, within 14 consecutive days since the first day of the respective opening level, the 7-day incidence is on average below the 7-day incidence of the first day of the respective opening level.

There is an increasing tendency if, within 14 consecutive days since the first day of the respective opening level, the seven-day incidence is on average above the seven-day incidence of the first day of the respective opening level.

For a sales area of 600 m², this would mean a maximum of 60 customers. With 1,200 m² there would be 100 customers: 80 customers for the first 800 m² and 20 customers for the further 400 m². Special sales promotions that lead to an increased influx of people are not permitted. There is no test obligation for customers.
