The fleet construction program becomes concrete

The fleet building program will be concrete. ESuT gives an overview of the details of future fuel tankers, fleet service boats and tenders.

There is movement in procurement for the Navy. The procurement of the fuel tanker remains open. The fleet service boats, around which it had become quiet, however, remain in focus. According to reports, work is being carried out between Rostock, Berlin and Koblenz to present the decision on the reconnaissance units to the relevant Bundestag committees before the parliamentary summer (and election campaign) break. In response to questions from parliament, the federal government has always confirmed the plan to procure the fleet service boats. The Federal Ministry of Defense writes on its website on the Defense Budget 2021: "In addition, the Euro drone, the German-Norwegian project U212 Common Design along with missiles and the procurement of new fleet service boats are taken into account."

In any case, the emergency vehicles for the sea battalion and for the Marine Specialized Forces are on the notice of the naval command. The Federal Ministry of Defense is planning to conclude a framework contract for the Navy's Special Forces Command, which will provide for the delivery of nine medium-range boats, equipment and other services for the boats. A Europe-wide tender for this ended on July 20, 2020. It is planned that up to twelve other identical boats can be called up. The procurement is being implemented as the first project in the S4 project group of the Sea Department of the Federal Office for Equipment, Information Technology and Use by the Bundeswehr.

In the field of support vehicles, it became known at a London conference in mid-January, Rostock is trying to get the overdue replacement of the (port) service and training ships. No details were disclosed about the reference to civilian designs and the possibility of leasing, i.e. away from the “self-administration” of such vehicles. In contrast, the successor to the fuel tankers, the fleet service boats and the class 404 tenders became more concrete.

Fuel tanker class 707

The future floating filling stations of the Navy stand out clearly from their predecessors "Rhön" and "Spessart" (class 704) both visually and in terms of performance - and not only because of their double hull. They also meet the NATO requirement for ABC suitability.

With this design, the specifications are significantly changed in two positions compared to the previously announced parameters. The previously required speed of 20 knots has now become a maximum of 18 knots. The draft increases to 9.5 meters. On the one hand, this enables the shipyards to be invited to submit tenders to orientate themselves on more common designs, which can have a more favorable effect on pricing. On the other hand, the navy now has to decide where to station the ships. The military requirement so far stipulated that the fuel transporters should remain at a draft of eight meters in order to avoid deepening the port at the Wilhelmshaven naval base.

Class 424 fleet service boats

A selection decision for the fleet service boats is expected for the beginning of 2021, so that - after parliamentary approval - a contract can then be concluded with the industry. The delivery of construction number 1 is expected in 2025. It used to be assumed that the other two units would each be delivered a year later. According to the information available here, a design with a length of approx. 140 meters means 4,000 tons of displacement. The crew of the boats should be 50 people, the reconnaissance team to be embarked also around 50 people.

Replacement for tender class 404

Six units with “limited” leadership skills for small task forces are to replace the existing class 404 tenders from 2029 onwards. The CPM document 'Capability Gaps and Functional Requirements' for the 'Medium Support Unit for Floating Units (MUsE)' should be drawn up and drawn.

U212 CD

Long awaited, the German-Norwegian project U212 CD (Common Design), which was originally supposed to be finalized in 2019, should clear the parliamentary hurdle in this first semester of 2021. In September 2020, the federal government's answer to a small question from the FDP parliamentary group said that parliamentary referral was planned until summer 2021. The prerequisite is the agreement between the two navies and the contractor thyssenkrupp Marine Systems. Last autumn, the Kiel company worried that the negotiations on details of the submarines could jeopardize the award of the contract before the federal election. The project is very important to the Navy. For thyssenkrupp Marine Systems and for Germany is of industrial policy importance.
